COSPE – Co-operation for the Development of Emerging Countries
is a non profit association (Onlus) operating in the field of international co-operation and solidarity, recognized as a Non Governmental Organization (NGO) by the Italian Ministry of Foreign Affairs and the European Union.
COSPE is lead implementer of the project: AHRAM (Afghanistan Human Rights Action and Mobilization)
The general objective of this project is to support and protect human rights and their defenders by reinforcing their capacities and provide tangible support and means of action to Afghan civil society in the promotion of human rights and fundamental freedoms.
In order to reach this objective, the action will reach the following four distinct and interrelated results:
R1. strengthened capacities of Afghan human rights defenders and HR civil society organizations
R2. improved visibility, coordination and operations of Afghan human rights organizations
R3. enhanced public discourse and dialogue on human rights is fostered and political debate on these issues is opened up
R4. improved and ensured access to equitable justice for all, increased capacity to face intimidation and harassment; human rights defenders enabled to continue their professional activities; improved information about those held in detention
The project has been active in 34 provinces of Afghanistan since February 2015, where it has created coordination mechanisms and safe spaces for the human rights defenders of the provinces, and it has promoted, through media and gatherings, understanding of human rights and peoples’ engagement to defend them.
In this last phase, currently expiring on 31st of October with a requested extension to 31st of December, the project needs to consolidate and structure this understanding, and will implement focused training programmes in the provinces. It will also concentrate at systematizing the human rights’ defense mechanisms and support to defenders.
To ensure the implementation of this last phase of the project COSPE is looking for a Project Manager.
She/he will be responsible for the correct implementation of the project final period action plan, in terms of work plans, human resources management, budget, finance, monitoring & evaluation. She/he will give account to the Country Desk in Italy on a continuous basis for any issue of strategic importance, and on a monthly basis for the routine issues. She/he will be in charge of putting in effect the strategies shared with the project Partners, Contracting Authority (EU Delegation) and Country Desk.
She/he will supervise all the positions involved in the project, interacting on a daily basis with the Kabul staff and insuring continuous communication and backstopping with the focal points (at least twice weekly) either directly or through the Kabul staff. She/he will be in charge to monitor and supervise the administrative management assuring the correct implementation of COSPE procedures (administrative, HR, quality, purchasing) and with the donor.
She/he will ensure that the UE Procedures are applied regarding implementation of the activities (HR management, financial and purchasing issues, visibility, reporting)
She/he will be based in the Kabul COSPE office, with frequent visits to the provinces for supervision and support, whenever the security conditions allow.
Qualifications and skills
A post-graduate degree in human rights, social sciences, no profit management, development, or equivalent.
Relevant professional experience in project management cycle
Knowledge of Civil Society and Human Rights Organizations at international level
Proven ability to lead and manage a team throughout the entire program cycle;
Effective verbal and written communication skills and ability to write quality reports, project proposals and information materials;
Demonstrated representational experience and ability to professionally to network and negotiate with a variety of stakeholders;
Demonstrated problem solving capacity and adaptability and flexibility skills
Multi-tasking, organizational, and prioritization skills;
Good team player, capable of working with a multinational country team;
Knowledge of Office software, including Excel;
5 years or more of working experience in emergency and development cooperation sector, of which 3 years was gained in developing countries
3 years or more of working experience in Grants management using EU procedures.
Relevant professional experience in human rights defense and promotion, of which 3 years must have been gained in developing countries.
Professional experience in Afghanistan and knowledge of Non State Actor, especially HR, sector in Afghanistan
Curricula and professional experience in the human rights’ sector
Knowledge of spoken or written Farsi, Dari or Pashto
Country: Afghanistan, based in Kabul
Duration: starting as soon as possible, until the end of project (7-8 months)
Remuneration: between 2.800 and 3.100 € per month, depending on the profile and experience of the candidate identified
