Job Title: International expert for Project Final Evaluation

Forecasted starting date: mid September 2022

 

Objectives:

The project will help the empowerment of civil society organizations in the fields of environment and climate change by strengthening their role as competent, transparent and effective civil society actors who are accountable and by strengthening their dialogue with state institutions.

 

Activities are concentrated on:

– increasing the involvement of civil society organizations and relevant stakeholders with a track record in the fields of environment and climate change in the planning process and the Acquis EU, policy change and institutional restructuring through networking CSOs and advocacy;

– capacity building of institutions public institutions on democracy and participatory processes, consultation tables between public institutions and CSOs on environmental and climate change policies, support public institutions in drafting national regulations based on the new civil protection law;

– strengthening the interaction and dialogue between CSOs and stakeholders as well as their ability to monitor the European integration process through participation in the ‘Platform of partnership for European integration ‘”through the strengthening of the capacities of public institutions and CSOs on the transposition of the EU Acquis in the fields of environment and climate change;

– pilot actions in rural areas on climate vulnerability and capacity assessment, disaster risk reduction and participatory adaptation;

– campaigns to raise awareness of citizens on climate change and risk reduction, to disseminate information, raise awareness among local actors and the general public, educate and mobilize grassroots local organizations and provide advocacy in the areas of environment and climate change

Assignment Objective:

The NGO COSPE is considering the appointment of a qualified International Expert to be responsible for the final evaluation of the implementation of the Ecofriends Action.

Main tasks and Responsibilities

Under the general direction of COSPE the Expert will be required to familiarize with all aspects of monitoring and evaluation.

 

More specifically s/he will be responsible for the following:

 

Pre- mission preparatory work

Collection of documents, data, information from the project co-ordination (through online interviews and meetings). Setting of specific tools, agenda and list of interviews for the evaluation mission.

 

Evaluation mission in the project area (6/8 days mission + supervisory online work)

Field visits, interviews with project partners, key stakeholders and target groups. Collection of check information

General:

  • Deliver high quality results in line with the Eco friends strategies and approach ;
  • Comply with COSPE policies and practice with respect to code of conduct, safety, equal opportunities and other relevant policies and procedures;
  • To perform other responsibilities as agreed with the line management;

QUALIFICATIONS, EXPERIENCE AND SKILLS

Mandatory:

  • Education to University or Master level (or equivalent) on social, economic and/or scientific sectors linked to environment, local development and/or international co-operation;
  • Specific experience on project monitoring and evaluation, with at least 5 years experience;
  • Experience on project management and/or monitoring in the Balkan Area;
  • Experience on technical assisting, accompanying and/or monitoring participatory processes;
  • Good knowledge of reporting, monitoring and evaluation;
  • Excellent communication skills;
  • Fluent in written and spoken English

 

Desirable:

  • Professional experience with projects aimed at promoting gender equality;
  • Experience or knowledge of creative and cultural industries, preferably focusing on audio-visual products;
  • Working knowledge of EU reporting
